According to the objective function of QAP - tr AXBX', where the X is the permutation matrix and X' is the transpose of permutation matrix and they seem no different so why do we need to do the transpose matrix? The trace indicates summation of the diagonal elements for the final matrix?

Hey Donald - the permutation matrix is not necessarily symmetric, for example consider 1 -> 2, 2 -> 3, 3 ->1.  This means that the transpose is necessary.  I may follow this up with a new post with a concrete example.
