MSDN Forums Moderation: Moving Threads
This feature is intended to help keep conversations on topic and make sure that answers are searchable within the appropriate buckets. Any forum moderator has the ability to move threads by using the "move thread" command.
When to Move Threads
Off-Topic Threads: Posts that are off-topic in the forum to which they were posted, but which would be appropriate elsewhere, should be moved to the location they are appropriate and more likely to receive an answer. You move a post by using the Move Post button, and selecting the appropriate forum from the DropDownList. The user will continue to receive their notifications for the post and have it show up in their "my forums" list.
You should also consider posting a reply to the post with an explanation of why you moved the post and why the new location is more appropriate.
