The workflow for the Sample Proposal project type is installed with Project Server 2010. For the default list of workflow phases, click Workflow Phases (https://ServerName/ProjectServerName/_layouts/pwa/Admin/WorkflowPhases.aspx) in the Server Settings page in Project Web App.
