Loads an XML element into properties of the current Timestamp.

Exception type	Condition
ArgumentException	The LocalName or NamespaceURI property of element is invalid.
TimestampFormatException	element contains a <Created> element and the Created property is not null. -or- element contains an <Expires> element and the Expires property is not null.
