JsCollectGarbage Function
Performs a full garbage collection.
Syntax
STDAPI_(JsErrorCode) JsCollectGarbage(

Parameters
runtime
The runtime in which the garbage collection will be performed.
Return Value
The code JsNoError if the operation succeeded, a failure code otherwise.
