Upgrade hangs at 62% when you upgrade to Windows 7 from Windows Vista

clip_image002Upgrade stops responding (hangs) at 62% when you upgrade to Windows 7

This Fix it Solution automates setting a system variable to ignore the IphlpsvcMigPlugin.ddd plug-in on Windows Vista which enables the update to occur successfully from Windows Vista to Windows 7.

Is this safe to apply blanketly before an upgrade? I do not want to start the process to only find that it hangs. I am helping at an install fest on campus. I want things to go well.
