Enable deleted item recovery in Outlook

How can I recover items that I have "hard deleted" in Outlook?

The Fix it enables recovering deleted items if your Exchange Server is configured to keep deleted items even if you have hard deleted (permanently deleted) items in Outlook.

  I wanted so so much for just one thing you guys do to be intuitive and to work! No such luck need to reinstall a folder that was accidentally deleted. Wait that is being charitable. the folder was in favorites in outlook. but it had none of the content that the folder had in the normal list. so i deleted the favorites folder and when i did it killed the folder in the normal list. AGGREVATION:   AND THEN I FIND WE HAVE NO UNDO IN OUTLOOK!

  Yes, it would be nice if it worked. Forgotten some instructions?  Only works for big corporates?  How about something that just works on the desktop?
