H264 AVC payload USBVideo

This test is functionally equivalent to H264 AVC payload base 2, which ensures that a H.264 bitstream of a webcam follows the Video Payload requirements detailed in the USB Video Device Class Specification. This test runs if the device that you are testing uses a driver that is not included with Windows. The test includes the same test cases as the H264 AVC Payload Test (Base).
