IOCTL_SERIAL_SET_DCB (Windows CE 5.0)
This IOCTL sets the device-control block on a specified communications device. The DeviceIoControl function executes this IOCTL.

[in] Handle returned from a call to the COM_Open function. - dwCode
[in] Set to this IOCTL: IOCTL_SERIAL_SET_DCB. - pBufIn
[in] Pointer to a DCB structure. - dwLenIn
[in] Set to sizeof(DCB). - pBufOut

Ignored.
Return Values
Returns TRUE if successful. Returns FALSE otherwise. To get extended error information, call GetLastError.
