Remarks
The default value is -1. As you create or add resources to the project, Microsoft Project automatically assigns the next number in the sequence of resources listed. This value becomes the RES_ID.
RES_ID is not a unique identifier for the resource. It changes whenever the order of resources changes. The persistent unique identifier is the RES_UID property.
