Remarks
Use the AppliesTo class to indicate the scope that a security token request applies to, as defined in the WS-Trust specification. For example, it can be used by the requestor to inform the token issuer about the service the issued token will be used for. The <wsp:AppliesTo> element is described in the WS-PolicyAttachment specification.
