All catalog exceptions, including the EntityScopeDoesNotExistException are derived from the CatalogException class. (The InvalidCatalogOperationException is derived from the CatalogException class.) The EntityScopeDoesNotExistException is thrown because you are attempting to perform an invalid operation. You are attempting to add or create an entity scope and that scope, with the EntityTypeProperty and EntityNameProperty, does not already exists.
