Like NumberFormatter, NumberRangeFormatter instances (i.e., LocalizedNumberRangeFormatter and UnlocalizedNumberRangeFormatter) are immutable and thread-safe. This API is based on the <em>fluent</em> design pattern popularized by libraries such as Google's Guava.
