Microsoft Update Catalog - KB959209 - Two downloads with different file sizes
When you go to the Microsoft Update Catalog "https://catalog.update.microsoft.com/v7/site/Home.aspx" and do a search on 959209 you get two downloads for x64 for Windows 2008. One is 27.5 MB in size and the other is 1.4 MB in size.
When you download the two updates and review the files included you see the following:
1.4 MB update includes one file
AMD64-all-ndp35sp1-kb958484-x64_e69006433c1006c53da651914dc8162bbdd80d41.exe
27.5 MB update includes four files

AMD64-all-windows6.0-kb967190-x64_d87b3730025fbead710e0333e9eff88459e613a3
Even the size of the .exe files in both downloads appears to be the same
Question:
=========
Do they need to download and install both updates or is our Microsoft catalog wrong and should only show one update that includes the four files.

The MU catalog doesn’t usually call out the SP levels of applicable OS’es. You can however see the mentioning of SP2 when clicking on the update’s description (Title links).
