Please try the following commands to install Expression Blend and SP1 on your system.

1. msiexec /i blend.en.msi /qb /norestart /lie blendInstall.log

2. msiexec /update blend_sp1.msp /qb /norestart /lie blendSP1.log ADDLOCAL=ALL REINSTALL=ALL REINSTALLMODE=emus
