Do we really need more government involvement in the IT industry?

The US Environmental Protection Agency (EPA) recently published a report analyzing data center energy consumption.

An analyst with Gartner seems to want the EPA to penalize US businesses (emphasis mine):

"We were looking for a stronger carrot and much bigger stick," said Rakesh Kumar, an analyst at research consultancy Gartner Inc. "The tax incentives are marginal and there should be, in our opinion, some threat of legislation that is going to hit organizations."

  How is prescribing energy efficiency a bad thing?

  Sorry I wasn't clearer.  My concern is with wanting govenrment to issue legislative threats to "hit organizations", not energy efficiency.
