unable to create Microsoft 365 Developer account

Hello, I can't make a Microsoft 365 Developer account

iam trying to do a Microsoft 365 Developer account but i cant if gives me error ( We can't continue with the signup process for the following reason:

• Your phone number did not pass security checks.

MS-CorrelationId: 00000000-731f-4841-81e6-3af44bbed66c

Code: 40321)

I've tried another phone number, but its the same message.
