We've confirmed that all systems are back to normal with no customer impact as
of 13 July 2016 10:05 UTC. Our logs show the incident started
on 13 July 2016 09:53 UTC and that during the 12 minutes
that it took to resolve the issue customers in multiple regions may have
experienced intermittent issues while accessing their accounts.

Cause:
The failure was due to an underlying networking issue on Azure. We are working
with our partners in Azure to understand the full root cause.
