PerformancePoint Services has been removed from SharePoint Server Subscription Edition. We recommend to explore Microsoft Power BI as an alternative to PerformancePoint Services.

Silverlight is not available in PerformancePoint Services in SharePoint Server 2019, therefore the Decomposition Tree is not available.
