Moves a Trace to a new index in the collection.

ArgumentOutOfRangeException	toIndex is less than zero. -or- toIndex is equal to or greater than [H:Microsoft.AnalysisServices.ModelComponentCollection.Count]. -or- item does not exist in the collection.
