Creates a group in a conference center.

Remarks
The UserList child element, if present, contains the names of users who are to be members of the new group.
The facility to insert a group within another group is no longer supported. If you attempt to nest groups within a group an error message is returned.
The options isAdministrator and isOrganizer are not supported in Live Meeting groups. Because there are currently no supported options for groups, the OptionList child element is empty.
