This is a truncated method name from the allowDupAddressCountryRegionBLWICountryRegionIdx method. The GroupId field is replaced with the new AddressCountryRegionGroupBLWI surrogate key field in the CountryRegionIdx unique index. At first, this field contains no value. So the index is set to allow duplicates before the field is updated with the value of the record ID field of the AddressCountryRegionGroupBLWI table.
