Creates a legal entity relationship record for a party in the DirPartyRelationship table.

  Type: DirPartyRecId Extended Data Type
  The DirPartyRecId value for the party record.

  Type: DataAreaId Extended Data Type
  The DataAreaId value for the legal entity record.

• _dirSystemRelationshipType
  Type: DirSystemRelationshipType Enumeration
  The relationship type for the relationship that is being created.
