dwMax (4 bytes): The unsigned number of Unicode characters in the Name array including the NULL terminator.
dwOffSet (4 bytes): This MUST be set to zero.
dwActual (4 bytes): This MUST be set to the value of the dwMax field.
Name (variable): This MUST contain an implementation-specific NULL-terminated Unicode string and SHOULD be ignored on receipt.
