This indicates whether the device is searching for service.
This API reports the modem searching status for AccessNetworkConstants#TRANSPORT_TYPE_WWAN (cellular) service in either NetworkRegistrationInfo#DOMAIN_CS or NetworkRegistrationInfo#DOMAIN_PS. This API will not report searching status for AccessNetworkConstants#TRANSPORT_TYPE_WLAN.
