The “Debugging Tools for Windows” version 6.3.9600.17298 ships with the Windows SDK for Windows 8.1 Update 1.

To download and install:

Windows Software Development Kit (SDK) for Windows 8.1 Update 1

The 64-bit installs to:

The 32-bit installs to:
