Standalone Device Emuator 1.0 with Windows Mobile OS Images Releases
My team mate, Keith Combs, brought it to my attention that I am not staying on top of things in regards to Mobility. Keith let me know that the Standalone Device Emulator just released as is available for download. I can't believe he beat me to the punch and blogged (https://blogs.technet.com/keithcombs/archive/2006/05/18/429157.aspx) it first!
You can download the Emulator and the Windows Mobile 5 Emulator with MSFP here: https://www.microsoft.com/downloads/details.aspx?FamilyID=c62d54a5-183a-4a1e-a7e2-cc500ed1f19a&DisplayLang=en.

As far as I know, yes. Just keep in mind that it is an emulator, so there may be a few "differences".
