I am getting this error while trying to create a new DB. I don't think I have any restriction in place.

It may be because of resource Constraints as sometimes specific regions may face temporary resource constraints or capacity issues. So, if you need to create a PostgreSQL Flexible Server, I recommend you try with another region like East US 2 which is what I did as I seem to have the same restriction.
