Have you tried creating an Azure Support Request from the Azure Portal? If not, please try it as Azure does not charge for support requests related to billing and subscription management.
If you have tried and it does not let you, you can try to create a new azure account using another email you may have and try to create the support request and let them know about the situation with that specific subscription: https://azure.microsoft.com/en-us/pricing/purchase-options/azure-account?msockid=23c605b812446901166410c513166822 (Please click on "Try Azure for free")
