We really apologize for providing an answer to this thread until now. If you still have the same problem, as this problem sounds like you might be encountering a permissions issue, to create an SSO application in Azure, you need to have one of the following roles:
- Global Administrator
- Cloud Application Administrator
- Application Administrator
If you don't have one of these roles, the "Create" button will be greyed out. You can ask your Azure admin to assign you the necessary role. If you are the admin, you can assign the role to yourself through the Azure portal.
Here are the steps to check and assign roles:
- Go to the Azure portal and navigate to Azure Active Directory.
- Select "Users" and find your user account.
- Check your assigned roles under the "Assigned roles" tab.
- If you don't have the necessary role, you can assign it by selecting "Add assignment" and choosing the appropriate role.
