Unable to Create Azure Database for PostgreSQL Flexible Server in Germany West Region

Attempting to migrate an Azure Database for PostgreSQL Single Server to a Flexible Server as outlined in the migration tutorial. The first step is to create the new Flexible Server using the same configuration as the existing single server. However, when selecting 'Germany West Central' as the region, the following error occurs: "Subscription XXX is not allowed to provision in 'Germany West Central'." What steps are needed to resolve this issue?

I checked resource usage and quotas and I am not running into any limitations. I opened a support ticket. They have no capacity to look into my issue at the moment, which is disappointing. I got the message to migrate my Postgres Single Server to a Flexible Server by the end of this month, but I cannot create a needed Flexible Server.

I just tested a bit. I am allowed the create other resources in 'Germany West Central'. I got this TrackingID#2503070050000688 for the support ticket, hope it helps. I could create the Postgres Flexible Server in another region for example France, but due to compliance issues (the infrastructure has to be in Germany) this is not an option. Also our old Single Server and all other resources are in region 'Germany West Central'.

What do I need to do to request a whitelisting?
