Puzzled here: when I do a Select I get Version 16 which is what I expected but when I try to restore .DB

I am trying to install SQL Server 16. I run the install and it completes normally but when I create an instance it puts it under SQL Server 13 and if I try to restore from .BAK file in SSMS I get an error message that I .BAK file SQL Server 16 and cant be brought in to SQL 13. I removed previous instances of SQL 13 so not sure why it is saying I am running SQL 13.

You are very clearly running SQL Server 2016, which is also is known as 13.0.
The version number 16.00.4150 refers to SQL Server 2022.
You can't restore a backup from a higher version of SQL Server on a lower version of SQL Server. Typically that backup includes features which the older version does not understand.
