I have multiple load balancers with the Basic SKU. After March 31, 2025 (the last day to create a new Basic Load Balancer), will I still be able to move my existing Basic Load Balancers using Azure Resource Mover to another region, RG or subscription?

Considering that mover creates a resource in the target environment, this is rather unlikely

Basic Load balancer would be retired starting Sep'25. This means you would not be able to use it post this, hence it is recommended to upgrade to Azure Standard LB instead of moving the basic one to a new region.
