Are you using any antivirus or security management software? If so, can you confirm that they don’t block VS 2022 Community from launching?
If possible, I may suggest you disable them temporarily, or try to check their configurations.

Please firstly try to repair VS(open VS Installer => More => Repair).
If repairing doesn’t work and you are using the latest version of Visual Studio 2022, then please kindly try to submit a ticket on our Developer Community, collect and attach the VS setup log files for further check.
Besides, please check and make sure that there is no limitation on your machine(security management software, antivirus, group policy…).

This one worked for me.
Close all running VS and enter “devenv /ResetSettings” at Developer Command Prompt for VS 2022 to restore your Visual Studio default settings.

Additionally, early in my failed install, the software reports, "this installation is not for your OS", though I am using, Windows Server 2022 Datacenter 21H2, OS Build 20348.2322, as a student access.
