XHR_COOKIE_STATE_UNKNOWN Value: 0 The state of the cookie is unknown.
XHR_COOKIE_STATE_ACCEPT Value: 0x1 The cookie has been accepted by the client.
XHR_COOKIE_STATE_PROMPT Value: 0x2 The user is being prompted to accept the cookie form the server.
XHR_COOKIE_STATE_LEASH Value: 0x3
XHR_COOKIE_STATE_DOWNGRADE Value: 0x4
XHR_COOKIE_STATE_REJECT Value: 0x5 The cookie has been rejected.
