Remarks
In preference to using NetworkOperatorNotificationTrigger and handling a DataPlanThresholdReached value for NetworkOperatorEventMessageType, you should use NetworkOperatorDataUsageTrigger. You can register NetworkOperatorDataUsageTrigger by using standard background trigger idioms.
