Retrieves a value that indicates whether the owner tab item can accept keyboard focus.

Return Value
Type: System.Boolean
true if the element can accept keyboard focus; otherwise, false.
Remarks
The default implementation returns false if the tab item is not active. It returns true if IsEnabled and IsTabStop are true for the tab item owner.
