This function registers a window, which then receives software-based input panel (SIP) notifications related to the current input method (IM).
The SIP posts a WM_IM_INFO message to the window passed in the call to SipRegisterNotification.

Parameters
- hWnd
[in] Handle of the window to receive SIP notifications.
Return Value
TRUE indicates success. FALSE indicates failure. To get extended error information, call GetLastError.
Remarks
Only one application can register a window to receive SIP notifications. This registration remains in effect until the device is either cold or warm booted. The IM sends information, such as user input, to the SIP, and the SIP forwards that information to the window that hWnd identifies.
SipRegisterNotification does not require that the SIP environment be loaded in order to complete successfully. Therefore, a call to SipRegisterNotification does not initialize the SIP environment. The SIP environment is initialized by the first function called that needs a loaded input environment. All SIP functions initialize the SIP environment except SipEnumIM, SipStatus, SipSetDefaultRect, and SipRegisterNotification.
