IOCTL_STREAM_INSTANTIATE (Windows Embedded CE 6.0)

This IOCTL is used in calls to DeviceIoControl to set the stream type for a given pin.
Parameters for DeviceIoControl
- lpInBuf
[in] A pointer to a pin's identifier.
- lpOutBuf
[in] A pointer to a handle to a the message queue that will be used for asynchronous buffer transfers between the driver and the client.
