This method notifies clients when a thread is created or destroyed
Syntax

Parameters
- vtThrdId
[in] Identifier for the specified thread.
vtCreated
[in] Flag that indicates whether the thread is created or destroyed.If VARIANT_TRUE, the thread is created.
