This method locks all breakpoints to prevent changes, or unlocks all locked breakpoints to allow changes.

BOOL fLock
);
Parameters
- fLock
[in] If TRUE, this value locks all breakpoints to prevent changes for changes; otherwise, breakpoints are unlocked.
