Indexing Service is no longer supported as of Windows XP and is unavailable for use as of Windows 8. Instead, use Windows Search for client side search and Microsoft Search Server Express for server side search.
The IsIndexingW3SVC entry determines whether Indexing Service configures itself to index the files on web servers.

Remarks
Set the value of the IsIndexingW3SVC entry to one to configure the catalog to work with web servers. Set it to zero to bypass indexing of web servers.
