Type: String**
One of the following values:
| Value | Condition |
|---|---|
| "primary" | Indicates that the command should be displayed in the action area of the AppBar or ToolBar, if space is available. If space is not available, commands will be allowed to flow into the overflow area. |
| "secondary" | Indicates that the command should be displayed in the overflow area of the AppBar or ToolBar, even if space is available in the action area. |
