Size Element for FileSpec (ICF)
Contains the initial size of the database file.

Remarks
You can use the kilobyte (KB), megabyte (MB), gigabyte (GB), or terabyte (TB) suffix. The default is MB. Specify a whole number; do not include a decimal.
The minimum size is 512 KB. The default size is 1 MB. The size specified for the Primary file must be at least as large as the Primary file of the model database.

If you want to alter the database after creating the instance, use the SQL Server tools, such as SQL Server Management Studio.
