The vti_ignorekeyboard meta-key is set and used by the client. The meta-key controls whether or not the client considers the keyboard language setting when determining the language and encoding of new pages. If the keyboard setting is not considered, only the system input locale and the default encoding for the Web site are considered. The language and encoding settings in this meta-key are the initial state of the page and can be subsequently updated.
