Updates the index HcmWorkerIdx in the table ProjExpPolicyGroupEmpl to allow duplicate records.

Remarks
The EmplId field is replaced with the new surrogate key field Worker and hence a new unique index HcmWorkerIdx has been created.
Initially this field contains no value. So the index is set to allow duplicates before the field is updated with the value of the RecId field of the table HcmWorker.
