Returns the DataSet containing all shipping methods whether active or not.

The DataSet containing all shipping methods.
Remarks
The DataSet contains one table named ShippingMethods with columns from the paymentconfig table. A column titled State will contain 0 for all records. Possible values that the State column can be set to are:
0 means untouched.
1 means modified.
2 means newly added.
3 means deleted.
