Add-AzureRmVmssDiagnosticsExtension
Adds a diagnostics extension to the VMSS.

Description
The Add-AzureRmVmssDiagnosticsExtension cmdlet adds a diagnostics extension to the Virtual Machine Scale Set (VMSS) instance.
