PRIVILEGE_DATA takes the form BLOB_DATA as specified in section 2.2.9.2.1.1. BlobSize MUST be set to the size of LUID_ATTR_DATA structure and BlobData MUST be set to the LUID_ATTR_DATA specified in section 2.2.9.2.1.4.
