Gets an object representing a BillingCustomerPolicyResource along with the instance operations that can be performed on it but with no data. You can use CreateResourceIdentifier(String, String) to create a BillingCustomerPolicyResource ResourceIdentifier from its components. MockingTo mock this method, please mock GetBillingCustomerPolicyResource(ResourceIdentifier) instead.
